Kenya Passport Scandal Exposes Immigration Boss Evelyn Cheluget From Artur Brothers to RSF Warlords



A leaked government document surfaced on February 26 2026 revealing that Kenya's Director General of Immigration Services Evelyn Cheluget authorised Kenyan passports for sanctioned Sudanese warlords, RSF-linked figures, and controversial foreign businessmen triggering a national security crisis, according to Citizen Digital and confirmed by Nation Africa.


Algoney Hamdan Dagalo Musa the younger brother of Sudan's Rapid Support Forces commander Mohamed Hamdan Dagalo, known as Hemedti holds a Kenyan passport with registration number AK1586127, according to Nation Africa. 


The US Department of Treasury's Office of Foreign Assets Control officially updated its sanctions listing on February 19 2026 to include Algoney's Kenyan passport confirming the document's existence to international authorities before Kenyans were aware of it.


Activist Boniface Mwangi publicly released the leaked Immigration Department document on February 27 2026, accusing Cheluget of issuing passports on direct orders from State House, according to Capital FM Kenya. 


The leaked list includes multiple individuals sharing the surname of RSF commander Hemedti, former Sudanese government official Omar Bashir Mohamed, and controversial Zimbabwean businessman Wicknell Chivayo who has been photographed with President William Ruto at State House on multiple occasions, according to Citizen Digital.



Former Chief Justice David Maraga formally condemned the issuance on February 26 2026 warning that issuing Kenyan passports to RSF-linked individuals directly undermines Kenya's neutrality as a regional mediator under the IGAD framework and risks damaging Kenya's passport credibility internationally, according to Nation Africa.


This is not Cheluget's first passport controversy. In 2006, she chaired the inter-ministerial committee that approved work permits for the notorious Armenian mercenaries Artur Margaryan and Artur Sargsyan a decision that triggered a full parliamentary investigation and the suspension of 11 government officials, according to Nation Africa.
